On Berlin Crisis

WASHINGTON—The United States Thursday night barred any agreement with Russia on the status of West Berlin which would abandon the city's more than two million people to Communist control.
Rejection of Russia's proposal to convert West Berlin into a "free city" was clearly foreshadowed by a statement issued by the State Department. The United States declared it would not agree Russia's singlehanded repudiation of its past agreement to cooperate in the occupation of Berlin.
The statement said the United States, Britain and France are "strongly committed to the security of the Western sectors of Berlin."
The Russian proposal to make Berlin a neutralized free city was submitted by Soviet Premier Nikita Khruschev Thursday in notes to the Western Big Three.
