The Truth.-The Cincinnati Commercial, referring to negro suffrage proposition in Ohio, speaks the truth after the following fashion:
Of the proposed amendment we will say that it was unwise in Congress to make it a political necessary for the friends of Congress to offer it and support it at this junction: and its conclusive defeat in Ohio must be accepted as absolute evidence that the Radical policy of converting the South into black is not acceptable to an immense majority of the people of the North.
