RAINEY NAMED DEMOCRATIC HEAD

WASHINGTON - Democratic National Chairman Edward J. Flynn has announced the appointment of Julian D. Rainey of Boston, former Assistant Corporation Counsel of that City, as Chairman of the Colored Division of the Roosevelt Campaign Committee for 1940. Atty. Rainey headed a similar committee in 1932 and 1936.

Atty. Rainey organized the first nation-wide political campaign among colored people in the 1928 campaign. In his new office he plans to organize subcommittees in fourteen States where there is a total colored vote of more than two million. These States are Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Delaware, Maryland, West Virginia,

JULIAN D. RAINEY, Esq. of Mass., head of Colored Democrats. of Harvard Law School. He has served as an Assemblyman of the State of New York; was a first lieutenant in the 367th Infantry during the World War; is a member of the bar of the city of New York, and of the New York County Lawyers Association.

Mr. Rainey was graduated from Harvard College in 1923, and from Harvard Law School in 1926. He is now serving his second term as president of the National Bar Association.

"Colored people never before," said Chairman Martin, "have shown greater enthusiasm than is being manifested in their support of Wendell Willkie. They are particularly pleased with Mr. Willkie's statement in his Acceptance Speech pledging himself 'to preserve our country as a land free of hate and bitterness of racial class distinction, and to free enterprise and industry that they may secure jobs and thereby be enabled, in a self-respecting way, to support their families.'"

(Informed sources in Chicago last week stated that Congressman Arthur W. Mitchell would be the campaign leader for the colored Democratic Western Division this year as he was four years ago and that Mr. Mitchell had been certain of his assignment since the Democratic convention and is reported to have his plans well under way. The same sources said that Julian Rainey, Boston attorney, one of the "Big Four" in 1936, would have charge of the Eastern headquarters to be located in New York City.—Editor's note.)
