The French government, we are sorry to find, is so backward in meeting the laudable proposals of the British ministry on an exchange of prisoners, that our hopes of a speedy establishment of a cartel become far less sanguine than they were a few days since. No means of conciliation, and even concession, as far as it is justifiable and consistent with national honor, will, we trust and believe, be wanting on the part of the British government; but before the friends and relatives of the prisoners and the detained in either country flatter themselves with assurances of the speedy release of those persons, they should recollect that it may be doubtful whether the one party to the negotiation brings into it the same conciliatory temper, the same moderate pretensions, or even the same anxious desire for its completion, that will, we trust, be found to have marked the conduct of the British government.
