From the St. James's Chronicle, October 4.
To the Publisher.

SIR,

QUEEN Elizabeth found her Account in stirring up, and fomenting intestine Troubles and Dissensions among the Subjects of the neighbouring States and Kingdoms: For when once there was the least Appearance of an Alliance, or Union, forming between any of the Princes of the Continent, to her Prejudice or Disadvantage, she soon found Means to sow the Seeds of Discord in the very Hearts of their Countries, disconcert their Measures and throw all into Confusion.

At the very Beginning of her Reign, she laid down two Maxims of Government, from which She never after deviated: The gaining and preserving her Peoples Affections, and finding Work for her Enemies in their own Dominions. These Maxims of so great a Princess, the present French Monarch and his Ministers seem now to have adopted, and poor Old-England feels the Strength of their Operations, especially of the latter; for when we were triumphing in a glorious War, France obtained an honourable Peace, and received back our Conquests, with the Addition of Indulgencies. Our Peace-makers thinking they could not do their expiring Enemy sufficient Honour, in meeting him half Way, with the Hand of Peace extended, advanced to his Capital, and courted the dying Body to receive new Life.

O England! how is thy ancient Glory fallen, thus to cherish a Viper in thy benign Bosom, who as soon as revived, stings thee to the Heart. France now strikes at our very Vitals; her Incendiaries scatter the Sparks of civil Discord, Malice and Distrust among our Patriots, disunite all their Councils, divide the Nation against herself, commit Depredations on our Colonies, refuse the just Payment of the Canada Bills, the Maintenance of their Prisoners, insult the British Flag, and, in short, act every Scene of Treachery with Impunity, and under the Mask of Friendship, and a strict Observance of our ever to be regretted Peace.

Generous and hospitable Britons, let me conjure you, by the Love of your dear Country, by your Allegiance and Gratitude to a Native, and best of Kings, to open your Eyes, to unite, and with one Heart and Hand repel the Ruin that threatens you; act and defend your natural Rights by your concording Councils, punish Perfidy and Dissimulation, extend and preserve your Trade and Commerce, love your King, one another, and be happy.
