Richmond, Nov. 18.—There is no General Court at the present term. Seven Judges only have appeared. viz Judge Brockenbrough, Johnson, Smith, Semple, R E Parker, Summers and Cabell. One more Judge is wanting: eight being necessary to form a Quorum. Three of the absent Judges are detained at home by sickness—we have not heard of the other. But there is no prospect of any accession to those who are here; and under this conviction some of them are beginning to disperse. This is indeed a deplorable state of things. The public business of the country ought not thus to be unnecessarily delayed. Out of fifteen General Court Judges, a quorum of eight ought always to attend—some great casualty alone excepted. The Fiscal Court—the Court for trying the revenue cases of the Commonwealth—may be composed of three of the General Court Judges: but the law does not admit it to be held until the sixth day.
