Litvinoff, who is acting as minister of foreign affairs during the illness of Tchitcherin, is giving a markedly conciliatory slant to Soviet foreign policy. In a statement Monday to a group of members of the central executive committee he declared that the Russian government, while it sympathized with the Chinese Nationalists in their desire for the independence of their country, was anxious to promote friendly relations between the reborn Chinese nation and other powers. It will be hard to persuade Winston Churchill, however, that anti-British feeling can be due to anything but Bolshevik influence.
