The Congressional Executive Committee of the Fourth Congressional district of Louisiana met at Mansfield last Saturday. Oct. 8th.
Present: J. M. Hollingsworth, chairman: B. F. Jenkins, L. W. Stephens, P. B. Cash, J. J. Carter, J. T. S. Thomas, J. R. Thornton, A. M. Hewitt, W. C. Vance by proxy, P. B. Cash; I. O. Winfree by proxy, J. I. Dirk; J. M. Franklin by proxy, B. F. Jenkins; W. P. Hickman by proxy, J. M. Hollingsworth, W. H. Wise by proxy, J.M. Hollingsworth, being more than a quorum.
Whereupon the committee proceeded to tabulate, canvass and count the votes cast in the twelve parishes of the district for member of Congress and congressional committeemen with the result that Newton C. Blanchard of Caddo was found to have received a total of 3901. and Edwin G. Hunter of Rapides was found to have received a total of 1077 votes.
Whereupon Newton C. Blanchard of Caddo was and is hereby declared to be the Democratic nominee for Congress in the 4th district of Louisiana at the approaching election, and as such entitled to receive the support of all Democratic voters of the district.
The committee further ascertained by a count of the votes cast in the respective parishes that the following gentlemen were elected to serve as congressional committeemen for the ensuing two years viz: Bienville, W. N. Washburn; Bossier, J. A. W. Lowrey; Caddo, L. B. Philips: DeSoto. A. M. Hewitt; Grant, J. M. Anthony: Natchitoches, D. C. Scarborough;Rapides, J. G. White: Red River, J. T. S. Thomas; Sabine, J. M. Franklin; Vernon, C. K. Oakes; Webster, T. Crichton; Winn, J. M. McCain.
A tabulated statement by parishes of the vote cast for member of Congress and for congressional committeeman is hereto annexed and made part hereof.
The returns of Mount Lebanon precinct and Castor Mills precinct, parish of Bienville, were not forwarded to the committee and are therefore not counted.
According to a statement of the member of the congressional committee for Bienville, sent to the chairman of this committee, these two precincts cast 152 votes, of which 145 votes were cast for Blanchard and 7 for Hunter, and this would have made the vote of Bienville for Blanchard 596 and for Hunter 28. which would have given Blanchard a total vote of 4046 in the district and Hunter 1084.
The following was adopted:
Resolved. That a list of appointments for Democratic speeches throughout the district be made by the chairman of this committee on consultation with the nominee for Congress; that this list be furnished the State central committee at New Orleans with the request that speakers to aid in filling the same be provided, and the Democratic presidential electors at large for the State and the 4th District presidential electors as well as the United States senators of Louisiana are specially requested to lend their assistance in filling the appointments made.
