VIENNA, Sept. 11.

An answer has been dispatched from the Emperor to the blunt demand made by the Ottoman Ministry, respecting the part he would take in the war; it is as follows: "That the Turks being the aggressors, his Majesty could not but fulfil the engagements he had entered into with the Empress of Russia." In consequence of this, we expect to hear immediately a second declaration of war, on the part of the Grand Signor, against the House of Austria. We presume that the Porte has already prevented the answer of the Emperor. by the arrest of our Internuncio. In effect, a report has been some days here, that this Minister in returning from a conference with the Reis Effendi on the 19th August, was obliged to take refuge in the house of the French Ambassador: others say, that it was only his wife and children. who went thither to be out of danger. But as the Ministry have published nothing on the subject though we have advices so late as the 26th of August, we hope it is without foundation. Our advices mention, that the Reis Effendi in the last conference he had with the Internuncio, had insisted upon his revealing what had passed at the interview at Cheron. This Minister. it is said, however, held firm, and declared resolutely to the Reis Effendi, "That if he did know the intentions of his master, he should keep them sacred. and not reveal them to the Ottoman Ministers without the express order of his Majesty." Every thing is in movement in our provinces, to make a favorable diversion against the Infidels. They are getting together in Hungary an amazing store of provisions, to be put in magazines immediately. The troops which were cantoned on the frontiers of Bavaria have received orders to return to Bohemia, Tyrol, Austria, and Styria. The Hungarian regiments, who were coming three or four days from Austria, are sent back. The 3 battalions of Pres, and de Deutchmeister, are augmented with 2 companies each, and sent to garrison the two important fortresses of Peterwaraden and d'Essek; the same augmentation has been made to the 3 battalions of Terzy and Charles Tuscany, who are gone to Galicia. In short, orders have been sent to put all the cavalry in Hungary on a war establishment. Advices are just brought here, that the Divan has arrested all the Russian Consuls, and has given notice to all subjects of that nation to quit the Ottoman States, within 6 months. After which they required from the other European Ministers, a declaration in writing in the name of their respective Courts, whether the Sublime Porte might depend on their neutrality, as it was necessary to know both their friends and their enemies. The Ambassadors of France, England, Prussia, Spain and Sweden declared neuter without difficulty; but the Bailly from Venice only gave such declaration, under the hope the Senate would ratify it. Our Internuncio declared, he would sign nothing until he had received the formal orders from hence. It was intimated to the Venetian Bailly, that in the present state of affairs, the Porte would not suffer a Venetian Fleet at sea; and in consequence, his Masters had better recall it. The Bailly replied, that the war between the Republic and Tunis, was the only cause of the Venetian fleet being at sea. We learn also, that the Hospodar of Wallachia has ordered M. Sergius, the Consul General of Russia at Bucharest to be arrested. The Turks have assembled an army of 100,000 men in the environs of Oczakow, and another of an equal number near Silistria; the first is intended to retake the Crimea, and the other to cover Wallachia and Moldavia. The Divan is firmly persuaded, that the Empress of Russia will make Cheron the seat of her empire, and that this town is destined for the residence of Prince Constantine, who will be crowned Emperor of the Tartars. The Pacha of Scutari will be declared independent of the Porte, and be crowned King of Albania; he has offered his protection to the Republic of Ragusa, if they will pay him the tribute they now send the Porte. He has lately impaled alive the rich merchant, named Guerberlir, for having carried on a secret correspondence with the friends of the Porte.
