Gen. E. M. Weaver Says the Corps is Short Nearly Five Hundred Officers and Nearly Eleven Thousand Men.

Washington, Dec. 7.-Scarcity of artillerymen for the United States seacoast defenses is serious. The report of Brigadier General E. M. Weaver, chief of the coast artillery, shows less than one-fourth of one relief is available for permanent duty and that the organized militia is not prepared to furnish the required quota of reserves.
The corps is now short four hundred and seventy-seven officers and more than eleven thousand men.
Heavy drafts for the oversea defenses will cut the corps still more.
The Endicott system of coast defenses, planned twenty-seven years ago, is practically now completed.
