We condense from telegraphic news brought over by the Cunard steamer Niagara, of the 21st inst., the following interesting items.
The Niagara brings Liverpool dates of the 7th inst., one week later than the Europa's news. The Turkish question grows more complicated, involving the peace of all Europe; a general war is considered inevitable. Baron Bodisco, the Russian Minister, is reported dying. The Paris Moniteur publishes a circular in which it is declared, that France, England, Austria and Prussia have solemnly recognized the territorial integrity of the Ottoman Empire. The French government is dissatisfied with the evasive conduct of Austria in reference to the Sinope affair.
The Emperor of Russia has given orders that the army hold itself in readiness to cross the Danube.
A tumult arose in Constantinople when the action of the Turkish Council was known. The Ulemas assembled and declared that the spirit of the constitution had been violated.
Louis Napoleon gave a levee, on New Year's day, when he made a pacific address to the foreign ambassadors, expressing the hope that he would be able to maintain friendly relations with all their governments. He assured the Ottoman ambassador of his good wishes, and of strong sympathy with the efforts of the Turks.
The correspondent of the London Times states that 70,000 French troops are now ready to march into the Turkish camp whenever required.
The War Department states the number of men available for the field in the event of a general war, to be a quarter of a million.
