From my study, it is my belief that a positive declaration by the United States would help insure peace between the United States and Japan, since the failure of the United States government to protect its citizens in their rights to earn a living might result in their efforts to protect themselves in ways that would embarrass the United States. "If Japan is to be permitted to invade Alaskan waters to take salmon, that country must also be permitted to take other kinds of fish available, either in Alaskan waters or elsewhere along the coast of the United States. Once they gain a foothold and their rights are recognized, either by silent assent or lack of a positive policy, they will proceed to take over the fisheries of the entire Pacific Coast." Senator Bone declared Secretary of State Cordell Hull is apparently taking no positive action at this time. Referring to Secretary Hull's recent statement that international law gives the Japanese the right to fish in waters three miles beyond the United States coast, the Senator asserted "the Secretary has not satisfied the Pacific Coast by his response."
