CORRUPT USE OF THE PUBLIC
MONEY.
Grant the Author of it,
WASHINGTON, April 23.-There is a
preconcerted attempt all along the administration line to claim the results of Caulfield's investigation in the Grant-Davenport business as abortive. A few days
will disclose how much these confident
rogues are counting without their hosts.
Documents which Atty. Gen. Williams
produced, and which Whitley leaves with
the committee, show, as the first statements indicate, that Grant knowingly
violated the law to foist his party and his
party friends upon the people; that he
expended money to which Davenport had
no shadow of right, and that he did this
KNOWING IT TO BE CORRUPT,
and persisted in it knowing it to be criminal. The law is as plain as the commandments. and even Grant could not misapprehend it, and even if he did, Williams
is on record as having protested against an
illegal and unwarranted use of funds at his
disposal. No law of congress contemplates
the use of the secret service bureau outside of Washington, as is shown to have
been done in Whitley's case. It is
A CRIMINAL FRAUD
on the part of Grant. It is a criminal
fraud on the part of Williams. It was
almost as great a fraud on the part of
Whitley, though he was acting as an agent
of power that he dared not refuse and
keep his place. The attempts to show
that Davenport's expenditures were in no
sense inconsistent with acts creating a
supervisory elective power in different
states of the union are an insult to public
intelligence. The books which Davenport.
on his own showing, prepared were his
own property, for which he gained large
compensation at public sales, as any other
author. His name is down in the treasury as the recipient of hundreds of
thousands of dollars. The beggarly $35,000 which Williams confesses to

expended by Grant's order for the foisting
of this dishonest dog upon New York city.
There is no sense in which the Davenport
fraud can be construed into anything else
than a gross corruption outlay on the part
of President Grant and his intimate
friend. the chief of the custom-house in
New York, Tom Murphy. Those who are
attempting to mislead public attention by
the assertion that Davenport was charged
with rooting out the Democratic frauds in
New York, will find that documents on file
in the department contradict them at
every step. It was as plain a plunder of
the treasury as any that has been brought
to light, and Grant was the chief and
responsible author.
