Would Ratify Acceptance
of Coupons for Tax;
Advance Collections
RALEIGH, Feb. 7.--The Henderson county local bills were passed by the lower house of the general assembly yesterday and sent to the senate.
One of these bills provides that all acts on the part of the board of county commissioners of Henderson county and the tax collector in accepting bonds and interest coupons of the county at par in the payment of taxes and the sale of tax sale certificates be and the same are hereby ratified and validated.
The second measure provides that in the collection of taxes in advance by the method prescribed by law prior to the time that the tax books are turned over to the tax collector, the board of Henderson county commissioners are authorized and empowered to allow to the person making such collections two per cent of the amount so collected per month for not exceeding the period during which such collections are made.
In the senate yesterday a proposal to create a state board to have a complete civil control over teachers and professors state institutions.
The house received a measure to impose mandatory jail sentences on persons convicted of operating cars while under the influence of whiskey or narcotics.
Both houses held brief sessions yesterday.
The finance and appropriations work on revenue raising continued and spending bills.
