SAYS GERMAN SHIP TOOK HIS COAL CARGO

Captain of Vessel Flying Stars and Stripes Tells Story of Forcible Seizure. Halted on High Seas

Santiago, Chile, Nov. 21.— The American steamer Sacramento, which until a few months ago was the German steamer Alexandria, has put into Valparaiso, and the story related by her captain has resulted in the Chilean authorities starting an investigation to determine who is responsible for the apparent violation of neutrality in which she was involved.

The Sacramento, Captain Jacobson, left San Francisco for Valparaiso under her new register and flying the stars and stripes, October 15.

Captain Jacobson declares that his steamer was seized on the high seas by a German warship and taken to Juan Fernandez island, belonging to Chile, where he was obliged by the Germans to turn over his provisions and 6000 tons of coal.

All the Santiago papers comment on the use of the American flag as a violation of Chilean neutrality.

The Chilean authorities have notified the crews of German ships now in Chilean ports that they have been interned, obliging them to remain until the end of the war.

Had Aroused Suspicion

San Francisco, Nov. 21.—The steamer Sacramento, detained at present in Valparaiso, met so much trouble in obtaining a change of registry from the German to the American flag that during the debate over her status she was nicknamed "the ship without a country."

Her new owner is the Northern & Southern Steamship Company, newly organized, and thus far the Sacramento is the company's only vessel. After a transfer finally had been allowed, irregularities were discovered in the signing of the crew and she was held up as she was leaving port, until the formalities had been fulfilled.

The cargo of the Sacramento, which included, besides coal, provisions and engine room supplies, excited much comment at the time, but the authorities were unable to pick any flaws in the explanations offered and the vessel was at last given clearance.
