PHILADELPHIA, March 9.

The house of Messrs. Hope and Co. of Amsterdam (the greatest private bankers in Europe) have written to the Legislature of South-Carolina, on the subject of the loan of 150,000 guilders, negotiated for the use of that State, during the war. They inform that Body, that they are willing to pay off the original subscribers, and become creditors of the State themselves, provided they will be allowed the common interest of this country for the money. In addition to this kind and opportune offer, they propose to allow the State ten years for the payment of the principal. This is a convincing proof that American credit is not on a bad footing, at least in Holland.
