Baltimore, March 22
Arrived schooner Vixen, of Philadelphia, 39 days from Bordeaux, with brandy and dry goods, &c. Left the town on the 6th, and the river on the 12th of February, in company with the schooner Macdonough for New York. Spoke in the river Garrone, the schooner Phoenix from Charleston, and brig Eclipse from New York. The schooner Caroline had arrived at a port in France. The brig James Monroe from Savannah, at do. the ship Essex Junior, from New York, and Atalanta, from Philadelphia, at Amsterdam; several others had arrived at different ports, names not recollected. Passenger, Captain Stafford of this port.
Of the political news by the Vixen, the letters and papers not being yet landed, could only learn verbally, that the Congress of Vienna was still in session, affairs unsettled.
Lord Castlereagh had returned to England--Lord Wellington had repaired from Paris to fill his place. Great discontent still prevailed throughout France.
Spain was all in commotion; the English ambassador (Wellesley) had quitted Madrid--a war was expected.

VIENNA JAN 16
The rumour that the Congress would finish in three weeks, agrees with the report that the Emperor Alexander will leave this the 20th., having declared for some time back that he only waited the settlement of the principal subjects before the Congress. His carriages are all ready for the journey.
On the Russian New-Year's day, it is reported the Emperor of Russia was announced by the Congress Grand Duke of Warsaw, (in other words King of Poland.) As for Saxony we are assured that she will be reunited in a great part to Prussia. These are not the only reports prevailing here-one more extraordinary 's, there was a project of carrying off the King of Saxony, which was discovered and defeated-they name the place of his destination and even the persons engaged in a plot which appears absurd and without object. The fate of Italy is settled, except Naples and the affair of Legations which the Pope makes some difficulty about. Dantzic, Hamburg, Lubeck, Bremen and Frankfort are free cities.
HAMBURG, JAN 18.
The season has arrested throughout the North. the great operations of Commerce--the peace between America & England has thrown confusion in the ranks of the speculators, who expect on the return of spring to see colonial and other produce in abundance.
PARIS, 27TH JAN.
Private information which can be relied on announces. that the negociations will be much more in favor of this country than was expected-an increase of territory in the Northern Departments is spoken of. Such a result ought to be anticipated, when we consider the talents of the negociation on whom rests the interests of France.
A foreign Gazette remarks, that if war is the result of the Congress at Vienna, it will not be against the power which was the motive of the alliance. but among the coalition which made a common part in establishing peace, and who had the same interests to defend--Further, the power against which they all armed in the first instance, will perhaps be the only one that will act as the mediator!
