THE WAR LORDS.
WASHINGTON, D. C. It seemed to be the concensus of opinion in Washington today that Germany, desperate for peace, would not relax her efforts in that direction despite the rebuff of the president's quick refusal to consider the Austrian proposal for an informal conference.
The German papers some time ago realized America was "war mad," and, while they were willing that Austria should send out the impossible invitation to a secret parley they frankly admit they had no thought the move would be successful. In this respect the German press was far more pessimistic than an influential New York newspaper, whose attitude on the peace proposals created a sensation in Washington.
It is predicted now that having tested out President Wilson and found him inflexible, the Germans will start an intensive propaganda to win the European allies away from the United States. Already there has been an intimation of an effort in this direction. "Europe for the Europeans" will be the cry, and every possible ruse will be adopted to create jealousy in the minds of the French, the British and the Italians over the role America is playing and intends to play in the concluding chapters of the great war.
Enemy Aims to Split Allies.
The Austrian note itself laid the foundation for the spread of the new propaganda. It spoke in several places of the "suffering European nations" and took no account whatever of the mounting casualty lists of the American forces. For a long while Germany tried to win France away from Great Britain by emphasizing the French losses and belittling England's effort. Something of the same sort will now be tried at the expense of America.
But Germany's effort to separate the Entente countries from the United States will come too late.
