LAST NIGHT'S MAIL.

Washington, Dec. 6.—The Senate had under consideration, yesterday, the bill reported in that body to establish a National Bank; and a motion was made to reduce the proposed capital of the bank from fifty to twenty millions of dollars. We are sorry to say, we have heard a doubt expressed by those who are qualified to judge, whether a bank bill, in any shape, will pass that body.

December 7.

The Congress have passed, or are rapidly perfecting, several bills vitally important to the public interest, and calculated to exhibit to the nation their determination not to lag behind the public spirit which urges them forward. This will gratify all patriotic readers, whom it would greatly disappoint to find that this great nation was to be checked in its course of vigorous policy by the petulance of editorial fogies, or by the dolorous auguries of dreaming statesmen, and still more, that it was to be turned from its course by the impotent menaces of resistance to its measures by an ambitious and faithless junto.

In the H. of R. Dec. 5.—Mr. Lowndes reported a bill supplementary to the acts authorizing a loan for the several sums of 9.5 and 3 millions.—[This bill authorises the Treasury Department to issue Treasury Notes for the deficit of what is not borrowed or not come in.]

Mr. Johnson from the committee on the 80,000 militia bill, reported it with amendments, (which go to change the ratio of apportionment of the draft, &c. &c.) Laid on the table.

The House took up the Army-Bill from the Senate.—Motions were made to strike out or to modify the section about the enlistment of Minors, which were lost.—The bill was then ordered to its third reading.

Dec. 6.—The bill authorising the President to accept the services of Volunteers who may associate & organize themselves was amended, passed, and sent to the Senate for concurrence.

The Army Bill from the Senate was read a third time, as amended, and passed, Yeas 95, Nays 52—Sent to the Senate for concurrence.

The bill to provide for the widows and orphans of militia or volunteers, who should die or be killed in the service, was ordered to be engrossed for a third reading.

In Senate, Dec. 6.—The tax on Whiskey, &c. taken up—Mr. Bledsoe (of Ky.) moved to insert fifteen in lieu of twenty cents per gallon.—Lost, Ayes 10, Noes 19.—The house ordered it to pass to a third reading, Ayes 27, Nays 1.

The Bank-Bill taken up—Mr. Smith of Md. spoke against, and Mr. King of N. Y. for Mr. Mason's motion to reduce the capital from 50 to 20 millions—No decision.
