Chicago, November 16.

The "Inter-Ocean's" Washington correspondent says: The radical Republicans now here agree that the President's views have greatly changed. They congratulate one another upon the fact that there need be no longer a question of the President's Republicanism. District Attorney Leonard has gone back to New Orleans with full instructions to prosecute all political bulldozers and intimidators, and with power to protect witnesses. He understands that the President and Attorney General are very much in earnest, and says his instructions could not be more positive or emphatic. The President expects Governor Nicholls to co-operate.
