BALTIMORE. NOV 20.

Extract of a letter from Richmond, dated Nov. 20.

"The house of assembly have been debating three days on the constitutionality, and general policy of the treaty—Too much cannot be said, concerning the dignity and decorum observed in the debate. Mr. Marshall has distinguished himself in a remarkable manner, and no language can do justice to his able remarks in favor of the treaty, and executive—But all would not do—this day the question was determined. The first was put on Mr. Charles Lee's amendment to the resolution of thanks to the senators from Virginia—It was lost by a majority of 68 to 52—The question of thanks was then carried by 100 against 50— A motion was then made approving the President's general conduct, which will be debated tomorrow."
