If the Radical Administration has been successful in any one thing above another, it is in devising, assessing and collecting taxes. When England sends to Secretary Boutwell for particulars of the match tax, when the French Assembly constantly cites the United States as a precedent in its discussion upon the enormous taxation it imposes to pay the German indemnity, we can form some idea of the success achieved in this peculiar branch of the Government by the present ruling powers. Previous administrations have made historic marks in vast public improvements, in additions to territory, in great wars, that make ambition virtue; it remains for the present to excel in taxes. 'Vote as you shot,' was the battle cry in the last election. 'Vote as you are taxed,' should be the slogan in the next.
