Adjutant General Embler has made his annual report to the governor. He finds an enlistment of 176 commissioned officers and 2,451 enlisted men, a gain of 54 over the previous year. He notes the first regiment, though with many new officers (the result of the "polo war") is in as good form as any of the others. He recommends a company of heavy artillery to be attached to the Third and Fourth regiments.
