Gen. Maxwell Taylor Shifts Blame for Criticism To U. S. Congressmen

BONN, Germany. (AP) -- Gen. Maxwell D. Taylor, retiring U. S. Army Chief of Staff, Saturday denied European accusations that American military leaders are trying to keep the cold war alive.

"Our friends abroad sometimes do not understand the way things work in the United States," Taylor told newsmen. He referred to criticism, especially in England, against himself and other generals for telling U. S. Congressional committees the United States could win a war with the Soviet Union.

Taylor pointed out that the Congressmen - not the generals - made public the testimony of the military men.
