THE CZAR'S TOUR.

Ruler of Russia Will Take a Trip Through Europe.

London, Aug. 22.-According to the dispatches from St. Petersburg, there has been no change in the program by which the czar and czarina, accompanied by their suite, and by Prince Lobanoff, minister of foreign affairs, will leave St. Petersburg late tomorrow night for a European and English tour, including this city, Balmoral, where the queen is now stopping; Paris, Vienna, Breslau, Copenhagen and Darmstadt. Extensive arrangements are being made at the foreign office for a fitting reception to the ruler of all the Russias when he sets foot on English soil.
