FOREIGN NEWS.

By the ship Columbia, Liverpool papers of the 4th and London of the 3rd inst., were brought:

The excitement still continues unabated in Ireland;—O'Connell, has lately returned to Dublin from an extensive excursion through all the principal places in Ireland. His progress is represented to have been like a splendid triumph; and on every occasion he addressed the immense multitudes in the most inflammatory strain. It is said that there were upwards of 400,000 persons present in Cork. The ministry has had all the Irish forts, castles, and battlements inspected, repaired and manned.—Large numbers of soldiery have been sent over from England, and preparations are made for attack or defence. It is contemplated that the Queen shall shortly visit Ireland to try the effect of her presence upon the loyalty of the Irish. Strong apprehensions are entertained of a civil war between England and Ireland.
