GARBER OF SANDERS INTRODUCES BILL ON COLLEGE MANAGEMENT
Bill Introduced Authorizing Purchase of Certain Pictures from Collection of L. A. Huffman of Miles City; Tax Title Measure in House

A business manager who shall preside over the financial affairs of all of the teaching units of the University of Montana, is proposed in a measure by Senator Garber of Sanders county. The bill would amend the law relating to the powers and duties of the state board of education, and would authorize the appointment of a business manager, and specify his duties and authority.
A lengthy bill amending the laws relating to the taking of tax titles to real estate has been introduced in the house. This measure, which is fathered by Nelson of Phillips and others is practically the same measure as house bill 40 of the 19th legislative assembly, which passed both bodies and was vetoed by Governor J. E. Erickson on the ground that it would entail additional cost to the land owner who desired to redeem his property, through court costs and attorney's fees.
Other than a few minor changes, to meet the objections put forth by Governor Erickson, the bill is unchanged from its condition after it had run the gauntlet of the judiciary committees and the committees of whole of the two bodies two years ago. It is patterned largely after the Illinois law covering this subject.
After having been on display for many years and having been before the eyes of legislators and visitors to the hall of the house of representatives since the construction of the two wings of the capitol building, the house of representatives has awakened to the fact of the improper lighting of the immense painting by the late Charles M. Russell, depicting the meeting of Lewis and Clark with the Indians in southwestern Montana.
The other day, in the house, Bricker, republican floor leader, made a motion, which was adopted, that the committee on state institutions and public buildings make arrangements for an alteration of the lighting effects at the speaker's desk and over the painting.
Finances for the conducting of the Montana state fair during the ensuing two years would be provided in a bill introduced in the house by the appropriations committee, setting aside $40,000 and the earnings of the fair for each of the two years of the biennium.
The bill, after providing for the creation of a revolving fund into which shall be paid the earnings of the fair and which shall be devoted to meeting the expenses of the fair, allows $35,000 for the maintenance of the institution and $5,000 for repairs and improvements to the grounds and buildings for each of the two years.
