Congressman Cobb.

Some of the papers are cavilling about whether Col. Cobb deserves any credit for securing the location of the United States military prison at Fort Leavenworth. Whether he does or not, there is a thing of more importance to the country press and to the public, for which he does deserve credit. We refer to the revival of the law allowing newspapers to be carried in the mails postage free in the Counties where published. Col. Cobb introduced this measure, and is persistently fighting it through, with a good prospect of success-the better, from the fact that the Postmaster-General has given it his approval. We trust that the country papers will keep this fact before the people, and do what they can to sustain one who has shown himself to be their friend. It is due to Col. Cobb, from the fact that the time is not far off when he will need friendly words. A host of hungry fellows will be scrambling for his place, many of whom would not trouble themselves to urge this righteous measure upon Congress, and some of whom would oppose it outright.
