The New President
The election of William R. Thomas, III, as School Board president augurs, we hope, a warmer and more co-operative relationship between the board, the County Council and other county agencies.
Such a relationship is essential to the smooth operation of the Montgomery County government. Last year's School Board operations were marred, we believe, by a tendency on the part of one or two of its officials to feel that the needs of their agency made it unnecessary for them to follow recognized procedures in dealing with other government units.
Also, there was a regrettable attack by a School Board member on the County Council after the county heads cut the school budget for reasons which have since been proven quite adequate.
Mr. Thomas already has made a good start, we think, by promising to make every effort to reduce the time spent by School Board members in preparing their budget. We have always thought the short tempers displayed by some board members resulted largely from the day and night sessions which they devoted to this voluminous document.
