An important case was argued before Judge Watts. It was an application for a mandamus by R. L. District Attorney to compel A. T. Swann to issue a warrant on the Treasurer for amount due Wm. Buck State for his services as District Attorney. The application being in question of the constitutionality of a resolution passed by the Legislature, prohibiting the Auditor from issuing warrants in settlement of claims due by the State.
