The duty I owe my country, obliges me to make the following facts publick: A certain John Bulkley of Lisbon, who formerly enjoyed the greatest part of the trade from these states to Portugal, and by which he has amassed a very considerable fortune, has since the commencement of the present war, been chief owner of three British privateers, employed to cruise against his former benefactors, although at the same time, he outwardly professes himself a friend to America, this undoubtedly he does in hopes to deceive his former correspondents, and reap the same benefit he has before done, whenever a communication is opened between that kingdom and the United States.
