The Russian Emperor, and HIS Opinion of the Germans, English and French: -A Paris correspondent of the London Daily News, gives the following as the sum and substance of a recent speech by the Emperor Alexander to a celebrated diplomatist: "J'ai les Allemands en pitié, les Anglais en haine, et les Français en admiration." How the Germans will like to be held in pity by the Russian Autocrat, and the English in contempt is not mentioned. The French can let him off easily, as for them he has no other feeling than admiration.
