Congress.--The Senate was not in session on Saturday. The House closed its seventh week of unavailing effort to elect a Speaker. A resolution was adopted, by a vote of 119 yeas to 74 nays, closing all debate and personal explanations for the ensuing week, unless by the unanimous consent of the House. One ballot was taken for Speaker, with the following result: Banks 94, Richardson 69, Fuller 31, scattering 8. Necessary to a choice 102.

The Senate on Monday discussed the proper mode of remedying the mistakes made by the Naval Board. In the House Mr. Fuller, of Pennsylvania, and Mr. Pennington, of New Jersey, withdrew their names as candidates for the Speakership. No vote was taken after this movement, so that we have no intimation as to what may be its result. We hope, but scarcely expect, that it will give the House a Speaker.
