Pettengill Urges Right to Override Changes in U. S. Bureaus
WASHINGTON, April 4. (UP)--Rep. Samuel B. Pettengill, D., Ind., today called upon President Roosevelt to reinforce his disavowal of dictatorship ambitions by approving amendments to the pending government reorganization bill which would give congress the power to veto any changes in executive department agencies. Pettengill, a leader of a house Democratic - Republican - Insurgent coalition fighting the reorganization bill, urged the president to "put first things first" and put legislation to end business recession ahead of action on the reorganization measure. He demanded public support of amendments to give congress final control of reorganization as the president returned from Warm Springs to take personal command of the fight for the bill. Predictions of favorable house action on the bill, Pettingill demanded that the president publicly approve amendments to which his house leaders acquiesced Saturday. One amendment would enable congress, by majority vote on a concurrent resolution, to reject presidential orders for reorganization of any agency. The second amendment would withdraw the bureau of education from the scope of the reorganization program.
The Indiana congressman made his demands as the house shunted aside the explosive reorganization measure to begin work on a bill to aid business—a measure to extend reconstruction finance corporation credit facilities to private enterprise.
