Latest from EUROPE.

On Saturday last arrived here the ship Galen, Capt. Mackay, in 35 days from London. Papers by her are to 12th of Aug. only-the Captain having given his latest to the Captain of a French frigate, who boarded him, examined him and treated him politely.

By what we can learn from verbal information, and from the Morning Chronicle of the above date--we are enabled to state, That the city of Paris was in complete tranquility on the 8th Aug.; no disturbance of consequence had taken place; harmony was restored between the Executive and Legislative bodies. Their affairs in fact, appear as brilliant as ever.

The Negociation at Lisle, which had been suspended for a considerable time, it is said was renewed again on the 4th August: Private letters, however, we are informed are in town which mention the Negotiation as being entirely broken off.

The Dutch Fleet were not out.

We have no accounts of Jervis's Fleet; it is probable they may yet be cruising off Cadiz.

No accounts neither from the Spanish Fleet.

It is reported that letters have been received from Mr. Cabot, giving very flattering accounts of the success of the spoliation business.

The Minerva, Turner, sailed in company with the Galen; she may therefore be hourly expected.
