WASHINGTON—(ANP)— Certain southern California Indian tribes, incited by white men, are in a state of rebellion against the Federal government, John Collier, commissioner of Indian Affairs, has informed the House Committee on Indian Affairs. He particularly attacked Purl Willis, deputy county treasurer of San Diego, quoting the report of a special agent of the Department of Justice who characterized Willis' activities among the Indians as an "Organized racket." Collier also named as one of the leaders in stirring up the Indians, R. H. Prather, a hosiery salesman of the same locality.
Both men are prominent in the affairs of the Mission Indian Federation of southern California.
