They Will be Investigated Their Nature Not Stated.
New York, February 20.-A special to the Herald from Washington says:
It is understood that an investigation will be made by a court of inquiry into complaints made by Major Wm. H. Arthur, surgeon in charge of the hospital ship Missouri, against other officers on duty in the transport.
This may settle the responsibility for the deaths of 19 soldiers during the voyage of the vessel from Manila to San Francisco.
The special character of the charges made by Major Arthur could not be learned, but it is understood that the relations between the officers were not pleasant and Dr. Arthur thinks that in the interest of efficiency it would be desirable to take action.
No report that the Missouri is unseaworthy has been received by the department. This vessel was run without expense to the government by the firm which owned her, and was purchased by the government last spring for $200,000.
A board of survey has inspected the Missouri at San Francisco and found that many repairs are needed. It will probably be nearly two months before the vessel is ready for sea.
