The bill to encourage immigration has become a law. It passed both Houses of the General Assembly on Friday. It provides that contracts for labor for two years or less made in a foreign country shall be respected and enforced in this State; that immigrants shall have the right to require personal security for the payment of wages; and being discharged without cause, may recover in addition to wages due damages not exceeding the amount of wages for the unexpired term of their service; that an immigrant without cause abandoning the service of his employer or failing according to contract to enter it, shall be liable for double the amount of wages for the unexpired term of his service, and such liabilities shall be a lien on the wages of the immigrant wherever earned; and any person who shall employ or entice such immigrant from the employer, shall be deemed guilty of a misdemeanor, and on conviction shall be fined not less than the amount of wages for the unexpired term of said immigrant, and may be imprisoned at the discretion of a jury, not exceeding six months; that an immigrant who leaves the employer without repaying all the passage money is punishable by a fine double the amount of the wages for the unexpired term of his service, and imprisonment not more than six months: that if any other State passes a similar law to this, and an immigrant shall leave service in said State and come to this, the employer in that State shall have the same lien upon the wages and the same rights under this act as a citizen of this State.
Some such law as this was needed, though we fear we have little to expect, in the way of assistance from foreigners, till the South is again restored to the Union, and our liberty secure.
