A treaty or armistice had been concluded on the 16th of April, between the government of Buenos Ayres and the agent appointed by the people of Santa Fe and General Artigas; the plenipotentiaries to meet the 10th of May: which, it was supposed, would lead to a general peace between the provinces lately at variance. The troops had returned to Buenos Ayres. The new Constitution was printing— The actual Director had resigned, and it was supposed would be appointed a Senator under the new Constitution.
A declaration of war was expected to be declared against the Portuguese government, and that of Montevideo.
