PRIVATEERING.

One who signs himself "An Underwriter," in the Salem Register, complains bitterly and justly of the piracies committed upon our commerce by privateers fitted out at Porto Rico and Porto Cavello, and of our government for doing nothing to prevent these infamous proceedings. By the last accounts from that quarter, it is stated that there were five or six vessels trading with the patriots.-- Our ears says the writer, are continually saluted by the depredations of some Spanish privateer. Already has our list of captures swelled to a considerable height.

For the information of those who are unacquainted with the extent of captures. I subjoin the following list :-Brig Rising States, of N. York, carried into Porto Cavello; brig Calypso, do. do. do; sloop Lark, of New-Haven, do. do; schr. Union, of Beverly, do. do; schr Sally, of Hallowell. do do; schr Eagle, of Boston, do Porto Rico ; schr Elizabeth, of Georgetown, D. C. do; all condemned ! and many others, names not recollected. Besides seizures upon seizures at Porto Rico, which have at once evinced the hostile dispositions of these unprincipled people.

Still government sleeps; still the sword of justice is sheathed, and the poor mariner is subject to the savage barbarity of these pirates, and the merchant to the loss of his property.
