HOUSE OF DELEGATES.
ON MONDAY,
Mr. WOOLFOLK offered the following resolution:
Resolved That a Committee be appointed to examine the schemes of the several lotteries which have, and are shortly to be drawn, by the authority of the State and that they report to the House whether they are equal or unequal, just or fraudulent upon the people.
Mr. Woolfolk contended that it was the duty of the Legislature to see that the Lotteries which they authorised were fair and equal, and he remarked that it might be demonstrated that the present schemes gave the holder of the ticket but one chance out of twenty thousand to draw the highest prize, while its Managers had twenty-two thousand. The resolution was agreed to, and a committee appointed.
Mr. Davis of Hanover, obtained leave to bring in a bill, to refund the money subscribed for a monument to General Washington, to the subscribers.
A bill to amend the act concerning executions, and for the relief of insolvent debtors, was taken up, amended on Mr. May's motion, and committed to the Committee for Courts of Justice.
ON TUESDAY
Mr. Watkins, of Prince Edward, from the Committee of Privileges and Elections, presented a report, that they had examined the sheriff's returns of members, and, that with the exception of several counties, they were either in the form prescribed by law, or to the same effect. They moreover state, that they had examined the oaths taken by the members.
On Mr. Prentiss' motion the Committee of Courts of Justice, were instructed to inquire into the expediency of so amending the general land laws, as to prevent the constant train of litigation with which our courts are filled, by shortening the limitation of possessory actions, writs of right and ejectments.
ON WEDNESDAY
Mr. Wilson submitted a resolution for proceeding on Friday next to the election of a Senator of the United States for six years from the 4th March next.
Some discussion took place between Messrs. Wilson and Gholson in relation to this subject, the former advocating the resolution, and the latter opposing it. Finally, Mr. Gholson moved to lay the resolution on the table; which motion prevailed, ayes 98, noes 64.
Mr. Wilson then gave notice that he should call up the resolution on the 3d of January.
