The British lion's growlings and roarings have been lately heard in Washington. The New York Herald says:

"Georgia rejoices in negro justices of the peace, but those same justices seem disposed to destroy the peace of mind of Premier Fish. In Darien, Ga., on Monday last, a negro justice caused the arrest and imprisonment of the captain of a British vessel who had attempted to enforce his orders on board his own ship. This infraction of international law has aroused the British lion, and already his growlings and roarings are heard in Washington. This is the second time that the stupidity and ignorance of negro justices have imperilled the friendship existing between Great Britain and the United States. It is due to the great commercial and manufacturing interests of the country that measures should be taken by the administration to prevent a repetition of such offences. A set of ignorant, worthless State officials, no matter what their color, should not be suffered to endanger the peace of the country by their incapacity and officiousness."
