FOREIGN ARTICLES.
By an arrival at New-York on Sunday last from Cork, in 34 days, we learn—That the senate of Hamburg has acceded to the demands of the French relative to the seizure of English merchandize, the English expelled, and the shutting up of that port against the commerce of England:—
that the emigrants were ordered to quit the city in 24 hours:—that the attack on England, which was intended to be about the first of April, with 300,000 men, was to be a general one:—that the French troops have entered Rome and taken possession of St. Angelo and the capitol : that the Spanish fleet had sailed from Cadiz and supposed to have formed a junction with the Brest fleet:—that citizen Prinet, artist, has just submitted, to the directory a plan for a floating camp, composed of vessels of an absolutely new construction, and of which the solidity shall be such, that it will be capable of resisting the effects of the sea, and all the attacks of the enemy. The author proposes to construct this camp of a sufficient size to contain 100,000 men. A number of distinguished artists have seen this plan, and have deemed it worthy of fixing the attention of the government.
Several letters from Germany announce that for three months past, England has been at work, with the different cabinets of Europe, especially Petersburgh, Berlin, and Vienna, to prevail on them to become mediators in their favor with France. While our government declares a war of death against that of England, Buonaparte in the silence of a cabinet, prepares himself to fulfil the terrible decree. Government has issued proposals to painters to finish paintings of our most celebrated victories; as well as sculptures for the monuments of our greatest generals.
If we can believe letters from Rastadt, the emperor is now seriously occupied in a project of pacification between France and England; they even go so far as to flatter us with hopes of speedy success.

The king of Prussia has agreed to the cession of his possessions on the left bank of the Rhine to France.
It is confidentially reported in a Paris paper of the 5th February, that general Berthier has entered Rome, and that the Pope has fled to Malta.
The French government is seriously employed in preparing for the descent on England—there have been sent provisionally to the coasts of the channel and the ocean, 40 demi-brigades of infantry, 34 regiments of cavalry, 2 do. of foot artillery, 2 of horse do. 4 companies of artificers, 4 do. of pioneers, 2 battalions of miners, 2 corps of pontoon men, all commanded by 18 generals of division, 47 generals of brigade, and 20 adjutant generals; among which are Berthier, Kilmaine, Marefchal, Kleber, Championnet, Massena, Serrurier, Victor, Lannes, Vieux, Vandamme, Nicheporte, Ney, and adjutant general Hoche—all the flower of the armies.
