Among the papers received by the James, captain Fitch, from Dublin, we find a proclamation by general lord Gavan, governor of Londonderry, informing the public, that from the present disturbed state of the country, he has thought it expedient to order the gates of that garrison to be locked every night, from 7 o'clock until day light, during which time no person will be permitted to have ingress or egress, but on special affairs, or on public business. Any person attempting to scale the walls, to be immediately fired at. [Balt. Tel.]
