WASHINGTON CITY.
WEDNESDAY, December 1, 1802.

The following is an extract from a publication made the 16th of October, 1800, by Juan Ventura Morales, Intendant of the Province of Louisiana, &c. the authenticity of which may be relied on.

The preceding part of the publication relates only to the ratification of peace, and the shutting of the port against foreign trade.]

"Whilst it was necessary to permit the commerce of neutrals, which is now discontinued, it would have been prejudicial to the province, had the intendancy, in compliance with its duties, impeded the deposit of their property in this city, granted to the Americans by the 22d art. of the treaty of friendship, limits and navigation of the 27th Oct. 1795, during the term of three years: on the publication of the ratification of the treaty of Amiens, and the re-establishment of the communication between Spanish and English subjects, that inconvenience ceased: considering that the 22nd article of the said treaty ties up my hands from continuing the permission which necessity required; because the said term being fulfilled, this intendancy cannot consent to it, without the express order of the king:--Wherefore, and without prejudice to the exportation of what has been imported in due time, I order that from the present date the privilege, possessed by the Americans, of introducing and depositing their merchandize and effects in this city, shall be interdicted; and in order that the premises may be made known to all, and that nobody may allege ignorance. I order that it be published in the usual places, and copies posted up on the public streets, and that the proper information be transmitted to the officers of the royal customs, administrator of rents, and to whomsoever else it may be necessary. The present being given under my hand, &c. &c.
