"I have accounts through a variety of channels, that an embarkation is preparing at New York; they differ materially as to numbers, but the prevailing opinion is, that they are bound to Virginia or Carolina."

Although the accounts of the French reinforcements being on our coast, cannot be doubted, yet have we not heard of their arrival at the place of their destination.
Extract of a letter from Philadelphia, Sept. 18.
We have this day received intelligence, which I have reason to credit, that Admiral Rodney is arrived at Sandy Hook with 11 ships of the line; report also says that a French fleet of about 18 ships of the line from the West Indies are on this coast: If either or both accounts are true, we may soon expect further confirmation.
Extract of a letter from Philadelphia, Sept. 19.
"We have this day received intelligence of the arrival of Admiral Rodney at Sandy Hook with 12 ships of the line and frigates, through the same channel we hear, that the enemy are to embark 5 or 6000 troops from New York about the 20th instant for Virginia or South Carolina. The Gentleman mentions this latter account as less certain than the former. We have no certainty of the arrival of the second French fleet, but it is generally thought to be somewhere on our coast."

Meeting with an immediate conveyance to Richmond by the bearer, I do myself the pleasure to give you the following agreeable intelligence. This morning on my return from the northward, I was overtaken by a Gentleman who left Philadelphia as late as last Saturday (the 23d instant) and had Dunlap's Pennsylvania Gazette, in which I read extract of a letter from New Brunswick of the 18th instant, assuring that "we have it from undoubted authority that a French fleet of 16 sail of the line with some frigates was arrived at Rhode Island:" the Gentleman further informed me that the news was generally believed at Philadelphia late on Saturday afternoon.
