By Last Evening's Mail.

We understand that the hon. C. A. Rodney, one of the South American commissioners, has completed his report and handed it in to the President of the United States: and are happy to learn that he is unequivocally in favor of a recognition of the independent provinces on the La Plata. We wish we could say as much for Mr. Graham, who, we hear, entertains a different opinion. A diplomatic Mission to Rio Janeiro is now spoken of for the latter gentleman. The other commissioner, judge Bland, is expected here in a day or two, having arrived in Baltimore, to furnish his statement to the President.
