Extract of a letter from St. Stephens Miss. Ter. dated Aug. 30th

The Spaniards have just passed an order, allowing us to navigate the Mobile river. But we are still, as I understand it, to pay 12 per centum on all our exports and on all our imports, and to go ten miles out of our way to Mobile, in order to do this. It was paid on provisions for the troops, just come up. And yet I know it will be trumpeted over the U. S. by persons residing in the Spanish dominions, that all difficulties are removed by Spain, and that we have now a free trade. We are happy in the belief that the government of the U. S. will make us befriended.
