Cincinnati, Aug. 28—Secretary Sherman made a speech at the Chamber of Commerce to-day. Taking a most hopeful view of business affairs and congratulating his hearers that our country is soon to be based upon the solid money of the world. He said a few years ago we were running in debt at the rate of one hundred millions of dollars per year, but lately we have been paying our debt at the rate of one hundred millions per year. From this time we will be more prosperous.
