WINCHESTER:

SATURDAY, Oct. 20th, 1821.

We refer our readers to the article from the Richmond Enquirer, in relation to the conduct of Gen. Jackson, in the case of Col. Callava and Judge Fromentin. The luminous and correct view which Mr. Ritchie has taken of this subject, cannot, we think, fail to satisfy every man, that Gen. Jackson has transcended his powers in an alarming degree. Another article from the Charleston Southern Patriot confirms the opinion hitherto entertained by us, that Judge Fromentin did not, as has been stated, concede that he did not possess the power to interpose between Callava and Jackson. The contrary now appears to be the fact; but admitting for a moment that Fromentin had conceded the point, should that have satisfied the American people? Exercising almost absolute power: powers which have never been entrusted to any other individual in our Country; & possessing also a temper and disposition calculated to awe the most determined into submission, would it have been surprising if Judge Fromentin had been intimidated by the violence of Gen. Jackson's passions, and have acknowledged his error in issuing the writ of Habeas Corpus? We trust that this subject will be investigated by the proper authorities, with that dignity and firmness which its importance merits.
